Education for all
Monday Musing
[ Tongam Rina ]
Operational since the 2000-2001, Sarva Shiksha Abhiyan (SSA), Education for All Movement was an initiative of former Prime Minitser Atal Bihari Vajpayee for  universalization of elementary education to the children of 6-14 years age group. But in Arunachal, like all central govt initiatives, SSA has ended up as money minting movement for politicians, contractors, suppliers and administrators. The school buildings, funded under SSA and other central programmes are not as per the specifications. Since there are enough wooded areas nearby most schools, people responsible for making toilets for children did not make it, probably assuming that it is better to defecate in the open feeding the pigs and dogs.
Mid-day meals are not served as it should be in most schools. For a hungry child, a meal a day is a big enticement to bring them to school. But then, someone, who should have been feeding them, had their share.
Uniforms for children are not only of very poor quality but suppliers just don't seem to find the correct sizes. As if these issues were not enough to scare a normal citizen, those in authority, for more than a decade now, have recruited teachers in the name of  SSA through dubious means.
In Arunachal, the Education for All Movement ended up as an employment opportunity for those families with more voters and the right connections.  With 8000 plus teachers, we all have a family member who is working under SSA, recruited questionably or fairly.
Amidst all these issues, for long, All Arunachal Sarva Shiksha Abhiyan Teachers' Association has been demanding timely payment of salaries, regularization in one go and implementation of Right to Education Act.
Though the recruitment of many teachers is questionable, govt must admit that most schools in interior Arunachal are running because of these teachers, making their demands valid. These teachers, even if they can't write a proper sentence in English and Hindi or solve a simple Maths were recruited legally so there is no reason why they should suffer now. Like any government employee, even though on contractual basis, they deserve equal if not better treatment. If not anything, government must make effort to pay them on time as it is basic right of any employee. There is no reason why government should make them wait and threaten them of termination, when they demand their due. Teachers under SSA, other than their salary, which is not disbursed on time, have no other entitlements. Women teachers under SSA are not entitled to maternity leaves, which speak plenty about the nature of their jobs. If these mothers choose to go to any employment tribunal, the employers will be left with no option, but pay compensation and grant leave of at least six months, permissible under the law.
Now, with more than Rs 13 crores needed as salary,  the cash strapped government obviously has to think twice about regularization.
But there has to be a way out. The state needs teachers and some of them  under SSA are not only very sincere but are exceptional teachers as well administrators. They should not be denied their due.
Agreed that it will also be a financial nightmare for the government but at the same time issues must be addressed.
Other than financial involvement, quality education or the lack of it has been a concern for the state so regularization of all the teachers at one go seems improbable.
While it is mandatory to have diploma in elementary education as well as degree for in service teachers, it would be ideal that the SSA teachers who qualify the Arunachal Pradesh Teachers Education Test are regularized to start with. It is advisable that instead of threatening these teachers, govt must come up with an agreeable option which will benefit all as well as ensure quality education. The state can't afford to confront with teachers nor aggrieve them as the new session starts.

Importance of judges

Chief Justice of India T S Thakur has been consistently raising the issue of judges’ shortage which is crippling India’s legal justice system.  In a rare display of emotion, CJI Thakur recently broke down to tears during his speech at Joint Conference of Chief Ministers and Chief Justices of High Courts in Delhi. Thakur, who was addressing the gathering, got emotional while saying that criticism of judiciary for delay is unfair. Prime Minister Narendra Modi while speaking in the same event had promised to look into the matter.

Since independence Indian judiciary has been bogged down by the slow delivery of judgment.  Thousands of cases are pending in the various courts of the country. Many innocent people stay in jail for years due to sluggish judicial system. The main reason attributed to this slow process is lack of availability of judges. According to an estimate India needs 70,000 judges to clear all the pending cases. However at present country have only 18,000 judges to hear thousands and thousands of pending cases. If early appointments are not made, the logjam will only increase in years to come. Therefore, government of India should pay urgent heed to the appeal of topmost judge of country.

Indian democracy and Augusta Westland deal

Dear Editor

The Augusta Westland chopper deal has again presented Indian politicians and the world’s largest democracy in bad light at a global platform. It is so unfortunate that a section of politicians pulls India back whenever the unfortunate nation attempts to make a giant leap and the whole world stares at India in a bad light. It is not that high level corruptions are absent in progressive democracies and autocratic nations. India’s close neighbour China is one of the most corrupted nations of the world. But the autocratic government hides their crimes and the press being state owned there are no questions asked and all looks bright and beautiful on the surface.

However, India being a vibrant democracy with a strong media presence; all essential crimes of the nation are so damagingly amplified across the globe that the credibility of the nation, politicians, bureaucrats and every citizen of the nation are viewed with suspicion and disgust at the global platform. I can assure everyone that like Bofors these circumstantial evidences will be able to prove nothing in Indian courts; and there will be some under the table agreements and compromises between the two big political parties of India and within months the incident will fade out of the mind of the public. Those pulling the strings behind the curtain will continue to live with pomp and grandeur and foreign investments and other significant development of the nation will be halted. I often wonder who actually suffers for the crimes committed by the kings and queens of the land; the most obvious answers is the innocent citizens of the nation. The claustrophobic dogfights initiated on both houses of the parliament may cost a few election seats for some parties; but beyond that nothing more is expected other than hardship for the ordinary people. No Indian courts in the past has been able to punish corrupt high level politicians and nor will they be able to do so in the future. This is the crossroads where I sadly notice the failure of Indian democracy and justice for the nation.

Respond to ASSATA demand

Dear Editor,

Through the column of your esteemed daily, I would like to ask a question to the government of Arunachal Pradesh regarding the silence over the demand of ASSATA.  Association had placed only three points before the government of Arunachal Pradesh.

Government of Arunachal has not responded anything to the issue that has been raised by the ASSATA.

SSA teachers have also some expectations from our job. We have family members and wish to fulfill small desire of our children but it all goes in vain.

So I request CM Kalikho Pul to take step to solve the problems so that we may be able to lead our normal lives.

Yours,

Tao Chada,

Traffic chaos

Dear Editor,

It is very unfortunate to witness the traffic chaos daily in this twin capital city of Arunachal Pradesh. It pains me when I ply as commuter since besides traffic congestion and messy pollution, the trouble is added with potholed roads and under construction bridges in Papu Nallah which may not complete in the next decade also.

Through this daily, I would like to request the concern authority to improve traffic services and repair highways and bridges at the earliest in the interest of public and to make our city ideal and beautiful.

Yours,

Jumge Pale,
